Emergency Evacuation Plan

Orders for the evacuation of Moscow have been issued by the Federal Government, declaring martial law in order to ensure the safety and full evacuation of the city. In accordance with martial law all persons are required to obey all orders issued by the Russian Federation Military, this is for the safety of all citizens.

The entire Moscow region is to be affected by the asteroid impact and therefore all citizens must be evacuated at least 250km from the Kremlin. In order to move this volume of people the all aircraft, commercial and private, trains, and rail networks have been appropriated by the military. It is estimated that the rail networks which access central Moscow can handle 1.3 million refugees a day provided that all commuter and commercial trains are utilized for the transportation of people. The airports servicing the Moscow region will be able to evacuate an estimated 500,000 people per day. This enables the evacuation of 1.8 million people per day. This would result in a 6 day evacuation. In order to expedite the evacuation the use of private vehicles will be allowed, with the exception of the following roads: the Garden Ring, the Boulevard Ring, the MKAD, M1, M2, M3, M4, M5, A103, A104, M7, M10.

For those evacuating by public transportation the city has been divided into 9 residence zones, evacuation plans will be zone specific as follows:

All citizens evacuating by public transportation are restricted to 1 small carryon luggage per person.

Zone 1: All residents inside of the Garden Ring are to evacuate to the nearest rail network. Transportation will be provided along the Garden Ring by troop transports. It is recommended that the citizens walk or utilize the metro to access rail stations.

Zone 2: Evacuate by foot or metro to Paveletsky Rail Terminal, Kievskaya Rail Terminal, or Belorussky Rail Terminal.

Zone 3: Evacuate by foot or metro to Kazansky Rail Terminal, Leningradsky Rail Terminal, Yaroslavsky Rail Terminal, or Kursky Rail Terminal.

Zone 4: Evacuate to the A-104 where busses and trucks will provide transportation to Sheremetyevo Airport. Once the flow of people allows evacuation to Yaroslavsky, Leningradsky, Belorussky, and Kazansky Rail Terminals will be permitted. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.

Zone 5: Evacuate to A-103 where busses and trucks will provide transportation to the airbase in Shchyolkovo. When the flow of people permits access to Yaroslavsky, Leningradsky, and Kursky Rail Terminals will be permitted. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.

Zone 6: Evacuate to M-5 motorway. Busses and trucks will provide transporation to Bykovo Airport and Mayachkyovo Airport.

Zone 7: Evacuate to M-2 and Kashirskoye Shosse where busses and trucks will provide transportation to Domodedovo Airport and Ofstafyevo Airport. When the flow of people permits, evacuation to Paveletsky Rail Terminal will be allowed. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.

Zone 8: Evacuate to M-9, M-1, M-3 motorways to access bus and truck transportation to Knubovo Airport. When the flow of people permits evacuation to Kievskaya Rail Terminal and Kazansky Rail Terminal will be allowed. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.

Zone 9: Evacuate to M-10 motorway for bus and truck transporation to Sheremetyevo Airport. When the flow of people permits evacuation to Belorussky Rail Terminal will be allowed. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.

Those evacuating by private ground transportation will be required to avoid all closed roads and will be required to accept transportation of other citizens. The transportation of large amounts of personal possessions in place of passengers may not be permitted.

The metro system will function as the command center of the military in Moscow. Underground stations will be designated as military bases and supply centers. Metro tunnels are designated as emergency shelters and therefore the metro system will stop providing service 24 hours before expected impact.

For the safety of all evacuating citizens travel across the Boulevard Ring will be prohibited except in the case of those leaving by private vehicle from zones 1-3.

For the success of this operation follow all commands by the military and remain calm.
