The news of this outbreak of vampires is shocking! I didn’t think vampires existed, nevertheless were walking among us. I mean, they’re supposed to be fictional monsters easily warded off by garlic and a crucifix. But now, they’re out there, indistinguishable from the general populace of the world. What are we supposed to do?
As I am not privy to the President and Minister of Defense’s plans, I feel that I, as a representative of the populace of Russia must develop my own, just to be on the safe side. If I had the choice to either befriend the vampires or to fight against them, I would choose to join them. I would do everything in my power not to anger them, as they are superior creatures to the human race and could easily annihilate us.
Also, I believe I can speak on behalf of the Russian populace, both members of the population displaced by the asteroid, as well as those who are safe and sound in the comfort of their homes, when I say that we are dissatisfied in the way the Russian government and military have responded to our current situation.
Our brothers, fathers, and sons between the ages of 18-35 have be conscripted to work as laborers to rebuild the industrial areas of Moscow, while the residential areas, including our homes lay in piles of rubble. Meanwhile, the military has forced us to stay in these “camps” where the conditions are less than habitable. They say the current conditions are only temporary, but I think that is a lie. And for those who were not displaced by the asteroids, the government is stealing resources and supplies, commandeering everything, including money and people, without any compensation or regard. I feel that they could have done a lot more with the power they possess in a way that is reassuring and respectable to the people. After all, there are many more of us than there are of them.
This being said, I believe that joining forces and recruiting the vampires to help the populace would be very beneficial if a stand is taken against the government. The vampires would serve as a “special weapon” of sorts and allow us to overwhelm and overpower the government and military once and for all. The extra advantage of the support of the vampires would force the government to think twice about its actions, as they can’t shoot us all.
Overall, I feel that everyone should think carefully about their response to this outbreak of vampires. We don’t know a lot about them, and what we do know is based on myths. I think the first step is to educate us, and then try to make peace with them. This “pandemic” doesn’t have to be detrimental to the populace of Russia. It could, in fact, make us stronger than ever.

***Addressing Threats of Vampire Infection***
Recent events have confirmed the existence of an infectious disease, which results in the necessity to feed upon human blood as well as increased physical capabilities which has been known in folklore as vampirism.
The confirmation of the existence of this disease raises concerns as to what potential threats this infection holds to the Russian populace. While it can be assumed that this disease has existed for much of modern history, the public recognition of this infection may create threats to both the civilian and infected populations.
There is a lack of scientific studies to guide government action at this time and therefore all precautions must be taken as until empirical data can be attained as to how the infection is spread and what threats and biological changes occur as a result of infection.
In the interim it is the military’s opinion that the infected population must be separated from the general population. This is to protect those who are uninfected as well as to inhibit violence and rioting among the general population. Preliminary data from interviews with the infected have confirmed that exposure to sunlight is fatal to the infected and therefore a curfew will be enacted from dusk until dawn. Those who are found outside of their homes during curfew will be detained.
Those who are confirmed to be infected are to be transferred to settlements in the north of Siberia which are to be clear of uninfected residents. These settlements will be managed by the military. These camps are not to serve as prisons but instead serve to isolate the infected population until scientific studies are completed to assess the infection.
Because the only known way to identify an infected individual is to expose the individual to sunlight, military units are to be issued ultraviolet lights in order to briefly expose suspected persons to artificial sunlight. Additionally the refugee camps are to be issued UV light gateways which all entering or leaving must pass through. This will serve to separate the infected population. Violence towards those infected is not to be condoned by the military.
If you suspect that a member of your community is infected please report them to the nearest police or military unit for interrogation.
We do not with the separation of races to be a permanent solution but instead a temporary measure for the protection of all. The cooperation of all citizens is required and we urge all to remain calm.

- The evacuation was a success. We got the majority of the population out of the city, and remaining 250,000 were safely housed in the depths of the metro system as well as the military garrison that was stationed there
- Only ~ 30% of the city was leveled. There are pockets of residential areas that are restorable due to small size of the asteroids that impacted.
- The military units stationed there are currently getting a more detailed assessment of the damage. We are starting to build residential units near the perimeter of the city which will house people while the city is being rebuilt
- In the meantime, work will be done on the refugee camps to make them more habitable while the residents wait for the residential units to be completed
- Those that have family or friends elsewhere will be provided transportation (within reason) to other parts of the country
- Martial law is still in effect and all of those who are conscripted will be responsible for the rebuilding of this great city.
- Those that lived in areas that are somewhat habitable will be allowed to return. Those that lived in flattened areas will not be allowed to reenter the city at this time.
- One of the first rebuilding projects will be to rebuild government buildings. Private businesses are on their own.

Orders for the evacuation of Moscow have been issued by the Federal Government, declaring martial law in order to ensure the safety and full evacuation of the city. In accordance with martial law all persons are required to obey all orders issued by the Russian Federation Military, this is for the safety of all citizens.
The entire Moscow region is to be affected by the asteroid impact and therefore all citizens must be evacuated at least 250km from the Kremlin. In order to move this volume of people the all aircraft, commercial and private, trains, and rail networks have been appropriated by the military. It is estimated that the rail networks which access central Moscow can handle 1.3 million refugees a day provided that all commuter and commercial trains are utilized for the transportation of people. The airports servicing the Moscow region will be able to evacuate an estimated 500,000 people per day. This enables the evacuation of 1.8 million people per day. This would result in a 6 day evacuation. In order to expedite the evacuation the use of private vehicles will be allowed, with the exception of the following roads: the Garden Ring, the Boulevard Ring, the MKAD, M1, M2, M3, M4, M5, A103, A104, M7, M10.
For those evacuating by public transportation the city has been divided into 9 residence zones, evacuation plans will be zone specific as follows:
All citizens evacuating by public transportation are restricted to 1 small carryon luggage per person.
Zone 1: All residents inside of the Garden Ring are to evacuate to the nearest rail network. Transportation will be provided along the Garden Ring by troop transports. It is recommended that the citizens walk or utilize the metro to access rail stations.
Zone 2: Evacuate by foot or metro to Paveletsky Rail Terminal, Kievskaya Rail Terminal, or Belorussky Rail Terminal.
Zone 3: Evacuate by foot or metro to Kazansky Rail Terminal, Leningradsky Rail Terminal, Yaroslavsky Rail Terminal, or Kursky Rail Terminal.
Zone 4: Evacuate to the A-104 where busses and trucks will provide transportation to Sheremetyevo Airport. Once the flow of people allows evacuation to Yaroslavsky, Leningradsky, Belorussky, and Kazansky Rail Terminals will be permitted. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.
Zone 5: Evacuate to A-103 where busses and trucks will provide transportation to the airbase in Shchyolkovo. When the flow of people permits access to Yaroslavsky, Leningradsky, and Kursky Rail Terminals will be permitted. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.
Zone 6: Evacuate to M-5 motorway. Busses and trucks will provide transporation to Bykovo Airport and Mayachkyovo Airport.
Zone 7: Evacuate to M-2 and Kashirskoye Shosse where busses and trucks will provide transportation to Domodedovo Airport and Ofstafyevo Airport. When the flow of people permits, evacuation to Paveletsky Rail Terminal will be allowed. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.
Zone 8: Evacuate to M-9, M-1, M-3 motorways to access bus and truck transportation to Knubovo Airport. When the flow of people permits evacuation to Kievskaya Rail Terminal and Kazansky Rail Terminal will be allowed. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.
Zone 9: Evacuate to M-10 motorway for bus and truck transporation to Sheremetyevo Airport. When the flow of people permits evacuation to Belorussky Rail Terminal will be allowed. Wait for PSA indicating change in evacuation plan, movement across Boulevard Ring will not be permitted beforehand.
Those evacuating by private ground transportation will be required to avoid all closed roads and will be required to accept transportation of other citizens. The transportation of large amounts of personal possessions in place of passengers may not be permitted.
The metro system will function as the command center of the military in Moscow. Underground stations will be designated as military bases and supply centers. Metro tunnels are designated as emergency shelters and therefore the metro system will stop providing service 24 hours before expected impact.
For the safety of all evacuating citizens travel across the Boulevard Ring will be prohibited except in the case of those leaving by private vehicle from zones 1-3.
For the success of this operation follow all commands by the military and remain calm.

An emergency report has been issued by Roscosmos identifying multiple asteroids on trajectories which will result in contact being made in urban centers. Two asteroids are expected to hit the Russian landmass. The smaller of the two will impact Moscow and its population of 10.5 million. A second and larger asteroid will impact the region around Norilsk and its population of 135,000.
The impact of these asteroids is estimated to result in devastation seen in a large scale nuclear attack. Destruction of buildings and infrastructure is expected and it should be assumed that affected areas are to be uninhabitable post impact.
In accordance with the nature of this emergency and the scale at which people and supplies are to be evacuated and transported it is a necessity for martial law to be enacted. All forces are ordered to full readiness and all reserves are called to service. Additionally the manpower needed for the management of such a disaster requires the conscription of all men aged 18-35 into the armed forces of the Federation of Russia. All men within this range are to report for duty.
Moscow and Norilsk must be evacuated immediately or risk critical loss to population. Transportation networks must be secured by the Federation for use in the evacuation of civilians; this is to include all civilian transportation aircraft and airport, all trains and rail networks, and civilian busses and trucks as needed by the Armed Forces. Air force transportation aircraft will be on priority duty for the movement of troops and supplies to staging areas outside of the affected areas.
In the case of Moscow, civilians who are not eligible for military duty are to be evacuated immediately. In the event that total evacuation is not possible, those remaining in the city must seek shelter in the bomb shelters which scatter the city from the cold war as well as in the metro system, which has been designed to withstand nuclear attack. Metro tunnels are to be used as shelters while the stations will be designated military outposts and command centers. Those who are evacuated will be transported to unaffected cities where refugee camps will be organized.
Troops to be dispatched to Moscow: 105,000 military personnel are to be ordered to Moscow to evacuate and supply the displaced populous. They are to be supported by 1,500 Infantry Fighting Vehicles along with the support units and vehicles of the ground forces.
In Norilsk the same evacuation plan is to be followed with civilian aircraft, rail, and ground transportation being the primary mode of evacuation. While full evacuation is expected, if full evacuation is not possible those remaining will seek shelter in the mines which the city is built around.
Troops to be dispatched to Norilsk: 9,500 ground troops, 600 IFV’s, and the supporting units for each.
All other availably forces are to be staged for the support of neighboring nations and to ensure political stability in the surrounding regions.

In light of the recent outbreak of the common cold, I and the Minister of Defense have combined our resources and developed an action plan for the defense of the Russian Federation and health of your family. We will be forming mobile health clinics to provide medical assessments and distribute surgical masks and latex gloves among other basic supplies. We will also be releasing public service announcements via radio and television channels. These announcements will relay information about the cold and how to prevent further spread of the virus. Our capable epidemiologists are actively working to find the source of this cold outbreak and stop its spread. Biological Warfare/Pathogen Outbreak
The widespread exposure of the public to biological weapons or a highly infectious pathogen presents a critical risk to national security and may result in mass casualties and destabilization of government authority. In the event of such an outbreak martial law must be enacted immediately in order mitigate both immediate and long term effects of the pathogen.
There are two possible routes which the public may be exposed to a pathogen; direct biological attack on the federation/ internal pathogen origin, or by the spread of the pathogen over international borders.
In the first scenario in which biological weapons or a pathogen is released within a Russian population the first response must be to quarantine the entirety of the city or settlement where the outbreak is reported under martial law. The nearest military detachment in conjunction with local police forces is to issue the quarantine. This is to include suspension of rail, air and road traffic exiting the city. Military checkpoints are to be positioned at all roads exiting the city and manned patrols are to be carried out along the city borders. Once quarantine has been imposed military forces are to oversee the distribution of supplies to those under quarantine and to assist scientific teams in diagnosing and treating the pathogen. All forces entering or maintaining the quarantine area are to be issued equipment to prevent exposure to potential pathogens through contact, air, or water contamination. On a national scale, air and rail transportation are to be temporarily suspended within 750km of the affected zone.
The primary military focus is the containment of the pathological element and therefore the use of deadly force is authorized in the enforcement of the quarantine zone.
In the second scenario in which a bioweapon or pathogen is released in a country outside of the Russian Federation the issue of primary national concern is the prevention of the spread of the pathogen across the Russian border. In the event of a pathogen breakout Russian authorities are to suspend all trade and shipping between Russia and the affected area. No planes from affected areas, or which have been in affected areas within 6 months will be permitted to land within Russia. All ships and vessels which have been within territorial waters or have made port in an affected country within 6 months will be subject to a 12 nautical mile security limit from Russian shores; all violating vessels will be considered military targets. All transportation of animals into Russia regardless of port of origin will be subject to a 6 month security quarantine. All human traffic entering Russia which has been within the affected area in the prior 6 months will be subject to a 2 week quarantine during which medical tests will be performed before being granted entry into Russia. This will effectively form a medical quarantine of all persons entering the country. To enforce these quarantines Russian ground forces will support existing border security in preventing undocumented entry of goods and persons into the country. The Air Force will be ordered to perform regular patrols of maritime borders in partnership with the Navy to maintain the security of nautical borders.
If the pathogen makes landfall within Russian borders full martial law as in scenario 1 is to be imposed. Air and rail traffic is to be suspended 750km in all directions from the affected zone and military checkpoints will be organized to prevent land travel in a 450 km radius of the affected zone. Lethal force is authorized in maintaining quarantine zones.
